The Human Resources Director at the Minnesota Department of Revenue develops and leads the innovative administration of all agency Human Resources functions and services and acts as a trusted partner with agency management in designing and developing an inclusive work environment that emphasizes the employee experience.

This position requires a high degree of empathy in combination with excellent analytical abilities and critical-thinking skills to manage and develop talent management processes and identify human resources issues and challenges to support organizational health and create a great employee experience.

With a strong focus on relationship development, the Human Resources Director plays a pivotal role in championing organizational change that enhances the employee experience and promotes state and agency equity initiatives.

Minimum Qualifications

At least five years of managerial, advanced supervisory, or leadership level experience in HR management that includes leading and mentoring a professional HR staff, building a strong HR team environment, and demonstrated experience in the following:

  *   Creating and implementing high-quality HR management services and programs that support the organization's mission, vision and values, including developing a diverse, equitable and inclusive workforce;
  *   Developing initiatives and using a variety of methodologies to lead change management and build an organizational culture of collaborative innovation.
  *   Experience designing and implementing employee engagement experiences that enhance a culture of respect, appreciation and professional growth to increase job satisfaction and retention.
  *   Leadership experience in building strong relationships with leadership teams and stakeholders to establish strategic partnerships to create agency programs and procedures utilizing an equity lens.
  *   Labor relations experience interpreting employment and labor laws (ADA, EEO/AA, USSERA, FLSA, FMLA, MN Government Data Practices Act, etc.) and the ability to apply applicable legal requirements to HR operations including overseeing management and/or union relations and implementing performance management, discipline and discharge processes;
  *   Developing and managing annual budgets for an including performing cost analyses.
  *   Experience in full cycle recruiting, talent acquisition, talent management, job evaluation and job classification.

In addition, the incumbent must be able to receive and maintain delegation of authority from Minnesota Management and Budget for HR work in compensation, classification, selection, and labor relations.
