This position will supervise all the staffing functions for the Department of Health. It will supervise eight HR Specialists and two technicians. The Department has a large volume of requests to fill vacancies, many of which require audits.  Excellent human relations skills and an ability to train are critical for this position. It is also important that the incumbent have a thorough knowledge of the State of Minnesota's classification system to be able to discuss classification decisions with managers.



Minimum Qualifications

  *   Three years of professional HR experience at the HR Specialist 2 level/or equivalent or higher concentrating on vacancy-filling and classification.

Qualifications to be assessed at interview:

  *   Proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity, inclusion and equity.
  *   Experience administering the State of Minnesota personnel laws, rules, administrative procedures, collective bargaining agreement/plan provisions, and the ability to interpret and apply them appropriately in vacancy filing and classification situations.
  *   Proven lead work/direction to professional or technical HR staff involved in accomplishing continuous improvement initiatives to streamline the hiring process or internal classification processes.
  *   Demonstrated success in building effective business partnerships, analytical ability/critical-thinking skills to analyze and evaluate data/information/situations, identify and research issues.
  *   Knowledge of bargaining unit provisions related to hiring
  *   Writing skills sufficient to produce and edit written procedures, work instructions, audits, reports, etc.
  *   Communication skills sufficient to direct the work of staff, make presentations to supervisors and managers, and discuss issues with employees.
  *   Human relations skills sufficient to establish and maintain effective business partnerships.
