Under broad guidance, the OD&T Manager (Chief of Learning):
a.           Overseeing all training and development functions for the Organizational Development and Training (ODT) Division to meet the business goals of HRSD
b.           Developing s and executing a variety of OD&T strategies and organization change strategies in support of HRSD's strategic plan and key initiatives.  Works with teams, and departments, throughout the organization to increase employee engagement and internal collaboration and to build a culture and strategy that supports HRSD's continued and future success
c.           Leading the Organizational Development and Training Division in providing world class learning and development strategies to promote a culture of learning and innovation
d.           Ensuring education and development experiences supports HRSDs philosophy and strategic plan
e.           Collaborating with senior leaders, work centers and HRSD partners on workforce development initiatives and improvement of functional areas, teams, and individuals
f.            Leading and supporting ODT professionals, and Quality Teams to develop, and engage effective strategies and continuous improvement and growth
g.           Strategizing, Organizing, conducting, and evaluating training programs that exemplify HRSD Mission and Vision and ensures program integrity and growth
h.           Supporting a diverse work environment where differences are embraced and accepted
i.            Serving as a member of the Talent Management Quality Steering Team (QST) to produce ideas for continuous improvement
j.            Strengthening partnerships with internal and external entities and building new partnerships where necessary to enhance the effectiveness of HRSD

Job Requirements

a.                   Education
1.                  Required
Master's Degree in Training and Organizational Development, Human Resources, Public or Business Administration, Psychology, or related field
2.                  Desired
Doctor of Philosophy in Organizational Development, Adult Education, Management, Human Resources, or related field
b.                  Experience
1.                  Required
a)                         Five years of related experience associated with learning and development, human resources, or organizational development; or equivalent combination of education and experience
b)                         Minimum of two years supervisory experience
c)                         Proven ability to build relationships and work effectively throughout the entire organization
d)                         Development and execution of a budget
e)                         Extensive experience working in a team environment and using quality principles and effective management
2.                  Desired
a)                         Experience working in Organizational Development, and adult learning fields
b)                         Experience working with regulatory agencies and requirements
c)                         Experience managing multiple area work forces of 20 or more employees

d.      Job-specific Technical Competencies
Required
a)                        Professional knowledge of principles, practices and techniques of training development and management
b)                        In-depth knowledge of general employment law and state and federal laws and regulations
c)                        Knowledge and experience in overseeing ODT, training and development, facilitation, and coaching
d)                        Knowledge of and skills in best practices, strategies and techniques for organization training and development, including employee relations and dispute resolution
e)                        Ability to communicate effectively across a broad range of people
f)                         Proven ability to lead and facilitate effective decision making in difficult situations
g)                        Ability to manage and coach others
h)                        Proven experience in change management
i)                         Excellent facilitation and presentation skills
j)                         Ability to develop metrics, analyze and identify trends
k)                        Ability to build and cultivate internal and external relationships
l)                         Strong problem-solving, organization, persuasion, and negotiation skills
m)                     Computer software proficiency with Microsoft Office programs
