[nabs-l] Exclusion of blind persons with secondary disabilities

It is difficult to define a limitation like this without seeming 
discriminatory in some way. Also, some disabilities cannot be classified as 
"severe" based on diagnosis alone. For instance, a person may have diabetes 
that is under good control while another person may have diabetes that is 
severe enough to pose major problems in a program like this. So limiting it 
by condition would not work (besides the fact that there are thousand of 
conditions a person can have). I would certainly encourage anyone with mild 
secondary disabilities who is interested in this program to correspond with 
the director, explain your situation, and see what responses you get.
