No, just turn off cell data.
iOS : settings > celular > celular data > disable
Android (AOSP pre ICS) : settings > wireless and networks > mobile networks > uncheck data enabled
Android (AOSP ICS+) : settings > more > mobile networks uncheck data enabled
No experience with WP8.1.
