Tracy,
     the only time having the tag was beneficial to me was when i was 
visiting a zoo. The security officers approached me and asked to examine my 
dog's tag to ensure that it had been vaccinated against rabies. I believe 
this was within their rights, as rabies is highly contagious and the animals 
in the zoo are one of their greatest financial assets.
