I'd argue that although instability of primates is a reason for them not
passing the second prong of the definition, the more provable aspect is that
primates are known to carry communicable diseases that do pose health risks
to humans, greater than zoonotic diseases carried by dogs or other animals.
The same can be said for reptiles. 

Heck, there are some breeds of dogs who become overly excited in certain
environments. <grin> I'd go for the public health angle on the monkeys.
