martha,
    With all due respect, we have discussed several times on this list that 
there are circumstances under which it is best to leave your dog at home and 
opt for the long white cane. When the weather is inclement was frequently 
cited as one of those times. My suggestion is to get a warm pair of gloves, 
hang your harness on a hook, grab your white cane, and leave your dog at 
home! I am certain you would not go out in -10 degree weather if you didn't 
need to. Why expose your dog to such harsh conditions if you have an option? 
JMHO!
