Linda, 

Did you pay the fine? I think I'd have shown up in court just to point out
the inappropriate behavior of the cop who wouldn't help you find a trash can
and didn't think you were aware enough of yourself and surroundings to clean
up. Chances are he wouldn't have come to court to contest you and I'd hope
any judge would turn the fine over on those grounds, not because you should
be exempt per say. I hate idiocy and hypocrisy.
