Rebecca,

I use Scoopies, which are the same idea.  They make it easier to feel around
for lumps in the grass without accidentally brushing the bag off your hand
just as you find what you're looking for.  They are also biodegradable.

Linda and list, 
Mutt Mits say they are biogradable. I've never tested one though but it
may be better then a plastic bag.

home. 
You weren't snooty - that woman was!

Marion, I think disabled people should be exempt from the pooper scooper
laws for one reason only. that is, occasionally, one cannot find a trash
bin to throw the poop into.You can't bring it on the bus!  Before I get
jumped on (grin!) I think we ALL should either pick up after our dogs or
have help in doing so. The only place I do not pick up is out in the
country where bagged poop would be more of a hazard to wildlife than the
poop itself.

Back in January, I was busted for violating the pooper scooper law when
I picked up and then couldn't locate a trash bin.  Carrying around crap
isn't always an option. People are very offended if I bring poop on the
bus or into a store - IT STINKS!!  Especially Landon's poop because it
is usually a bit on the soft side and that has much more of an odor than
a hard stool. 
When I can't find a trash, I put the bagged poop off to the side, near a
tree or bush so it doesn't get stepped in or rolled on by a car trying
to park. If I am just walking down the street, I'll carry the poop until
I find a trash can.

I look at the exemption as a "backup" in the event I can't fulfil the
law. 
Sometimes getting help isn't an option when nobody is around to ask for
help in locating a can.

You're right that so many people think we can't pick up after our own
dogs - the cop who busted me thought that I couldn't possibly be blind
because I knew which end of the dog the poop came out of!  The cop was a
jerk to refuse to assist me in finding a trash can.  I agree that ALL
service dog and guide dog users MUST pick up or be responsible in
finding help in doing this task. I hate stepping in poop and I assume
that most other people dispise this as well.
