[nagdu] Self-trained guide dogs

In the U.S. ID cards or certification isn't required as a condition of 
access.  I don't have any guide dog ID.  I used to carry copies of state 
laws, but they got old and ratty and I haven't printed new ones. BTW I have 
never been asked for ID or had any access challenges concerning my owner 
trained guide dogs.
