Hi Lora,
With my last Shepherd, I learned to make the dog do "sits and downs" after
such instances of dog distraction. Away from the other dog, you repeatedly
give the "sit" and "down" commands without praise, and with the next command
following as soon as the dog obeys the last one. They don't usually like it,
but it re-establishes your control. Given your particular dog, I might stop
as soon as I become aware of any other dog coming near to us on the sidewalk
and start the "sits and downs" As soon as you sense your dog is ready to
move along regardless of the other dog, you stop and give a forward command.
Then when the dog has obeyed the forward command and you have taken 10 or so
steps, you stop and praise the dog extensively for obeying the forward
command, then keep going.

I'd immediately contact the school where you got him. Especially if he
turned around in harness and was focused on the other dog.
