Why is it your business to report her? Why not I don't know, ask her how
she's doing?
The transition from using your dog to deciding not to use your dog can
be a slow and painful one.
Also, how do you know she isn't using the dog. She may be just not when
you see her. Assuming you care about this person at all, if she does
open up to you, let her talk. Don't try to change her mind or tell her
she's wrong When I retired my first dog due to her getting older, it
wasn't helpful to hear "You'll get another dog" "This is for the best"
or "at least you don't have cancer" which is what someone actually did
say to me once.
When I was going through the same process with my second dog, it didn't
help when people said "But you'll miss her" or "You'll need her when
your daughter is older" or "She's such a good dog".
Your friend will need to decouple her emotions from her decision tree
regarding working her dog.
Why you would even think of reporting her v. staying quiet or offering
true love and compassion is beyond me.

Hi Cheryl,
I'd just pleasantly ask the person if her guide dog is okay. You just
noticed that she wasn't bringing the dog anywhere lately and you wanted
to
know if the dog was okay. See what she says. Could be that she is
having a
proiblem and is afraid to get help and just avoids the situation
altogether
and leaves the dog home. Or, a dog isn't for her and she got attached
to it
and is keeping it as a pet.
I'd certainly talk to her in a non judgemental manner before even
thinking
of calling the school.
