Not in Germany. You're missing my point, if pet dogs are allowed
everywhere, the law will be based on the business owner's largess. 
When I had a dog and would go to dog-friendly places, (and this is here
in the U.S., the owners of various places were hostile to me bringing my
guide dog inside. They were like "We let dogs be here... outside, we
have nice tables outside". Dogs were so common that they just couldn't
see the harness. 
I think this would happen if pet dogs were allowed everywhere. 
Hop onto the buddy-l list or the European guide dog list and pose these
questions, it isn't as clear cut as you or I would like.

I don't see how everyone socializing their dogs can hurt us.  If society
had 
well behaved dogs around, we'd just blend in and be like everyone else. 
Isn't this what the NFB and NAGDU really want for ourselves?  If all the

dogs out in public wwere well trained, they wouldn't interfere with our 
dogs' work, either.

As to guide dogs in the grocery store, I think they are just as subject
to 
ADA as any other place open to the public.  Marion, am I correct in
this?

As to "being special" well, I just want to live my life as uncomplicated
as 
possible! (grin!)  I think with well behaved dogs and people, we'd do 
better.  I think people would be more respectful towards us and our
working 
dogs.  In Europe, they have a general understanding of the concept of 
working dogs that isn't here in the US.
