Well, I have a couple of ideas.  The first is likjely too late but might do 
for future tripes and others planning such.

I've trained all my dogs to use the curb/gutter, picking a quiet side 
street.

2.  If you notice folks around you, you might ask if they would watch out 
while your dog leaves New York her little gift.  I've had to do this on a 
busy street and it often works surprizingly well.
