Your suggestion would make sense if the conditions you represent were 
the case and if I had heard this story I would have thought it had to 
be something like that but the fact is that this is a university campus 
The puppy is almost a year old so while we might expect puppy like 
behavior it wouldn't be like let's say a four month old one.  Given 
that plus this woman has been raising for years with the blessing of 
the university it is kind of strange.  I hope that the school for which 
she raises might be able to help.  I would think there has to be some 
reason for this action, it just isn't really clear to me what it is.  
I'm kind of thinking  this may have something to do with university 
politics and of course if that's the case reason doesn't actually enter 
into the equation.
