You are making perfect sense.  You are correct on both counts.  there is no 
required certification of any variety.  the programs, in general, are not 
too keen on owner training.  I have talked with a small handful of trainers 
that were accepting or at least okay with the concept.  the vast majority of 
program representatives are not very receptive to the idea.  In a couple of 
rare instances I've been treated rudely.  Generally they are just very 
uncomfortable with the idea.  That's okay though.  they are in the business 
of providing professionally trained dogs.  I wouldn't expect them to be 
overjoyed about owner training.  I do expect politeness though.
