Well here is what Carl Jacobsen sent to us last week.

Here is the message from Carl that he wants us all in NY State to Send which 
I did and to call.

ACB in NY, doesn't want the govern to pass into law the bill that would 
protect and pay for Newsline.

They want another agency to do it, and not NFB, but since there are no other 
agencies, and the ACB in NY doesn't like us to a passion, they want us not 
to get the funding.

So you can read from what our state is doing about it.



Dear Governor Cuomo,

It has come to my attention that a group is speaking out against A4161 the 
accessible electronic information act.

>From the fact sheet I have seen this group distributing it is full of 
misinformation and therefore not a valid consideration.

A qualified non-profit shall provide the service.  This certainly will be 
done through the state bid process not giving favoritism to any one 
non-profit.  The Public Service Commissioner and director of the non-profit 
shall work accordingly to see that funds are going toward the service.  This 
does not add any additional tax to New yorkers.  This is using existing 
funds.

Public Service funds cannot go towards blind children and elderly programs, 
but the funds that the Commission for the blind and Visually Handicap are 
using to fund the newsline service could go towards blind children and 
elderly programs if Funding for newsline were to come from the existing 
funds overseen by the PSC.

There are aproximately 100,000 disabled new yorkers eligible for the service 
as it is available to anyone with a print disability such as people with 
dyslexia and people who can't physically hold a book.  The Commission for 
the Blind has only funded the actual service so there has never been funds 
for community outreach, so the membership the service has now is been by 
word of mouth for the most part.

The fastest growing segment of the population that are going blind are the 
Baby Boomers.  When asked after losing their sight what most people miss 
about being sighted, first is driving their car, second is reading the 
morning newspaper.  This bill will ensure that at least one of these 
pleasures in life can be fulfilled with ease of access and no expense to the 
subscriber.

The Commission for the blind has been funding the service on a year to year 
basis making most subscribers wonder if we will have access in the next 
year.  signing this bill will put many subscribers, including former 
Governor Paterson, at an level of equality for retrieving information 
independently and timely for years to come.

I would like to thank you in advance for your consideration in this matter 
and realize the many benefits to signing this bill into law.
