Lyn,
    After you educate the police department about the criminal remedies 
available under California statute, make another visit to this place of 
business. When you are denied again, file another complaint, contacting the 
media for some help raising awareness and bringing law enforcement to task. 
If this doesn't work, get someone else to go to that place of business. Keep 
it up until they get it!
