I'd also add to the excellent advice given, to check with the local chamber
of commerce or other business association this particular business might
belong to. Let them know about the issue and the laws. They are also a place
to do some educating.

Lyn,
    After you educate the police department about the criminal remedies
available under California statute, make another visit to this place of
business. When you are denied again, file another complaint, contacting the
media for some help raising awareness and bringing law enforcement to task.
If this doesn't work, get someone else to go to that place of business. Keep
it up until they get it!
