I definitely like your philosophy on this one.

When those dog owners sit there and whine over all of it, then they can be 
told that the attack would have never happened if they kept on top of their 
dog and continuously had it close to them on a short leash at all times.
I definitely understand those annoyances as Odie has come very close to 
destroying some dogs here and there.
