Larry,
Does Michigan have a service animal protection law that protects service
dogs from harrassment or attack? In ?Florida, our access law uses the
language, "Any person, firm, or corporation who denies or interferes with ..
is guilty of a misdemeanor of the second degree". We have used this statute
to prosecute those who do such things as you describe before we had a
harassment law. I suppose this could also be considered assault, depending
upon your state's definition of this term. One suggestion is to enlist the
assistance of your local law enforcement agency to observe you when you pass
by and ask them to have a little chat with the offenders.
