Well, the state of Tennessee deserves some of the blame here. Tennessee law
says that businesses can refuse access to guide dogs if the "blind or deaf
or hard of hearing person or physically disabled person" "doesn't first
"present for inspection credentials issued by an accredited school for
training dog guides."

Sadly for those Tennessee businesses who think they are within their rights
to ask for documentation, it is still a violation under the ADA to demand
that the owner of a service animal show an ID card or other proof of
disability in order to gain access to a place of business.  Therefore, those
businesses insisting on identification are subject to a civil rights lawsuit
from the U.S. Department of Justice, an individual, or from disability
rights organizations.
