Yes, tails can bleed like a stuffed pig.  I attended a skiing thing for disabled folks sponsored by Seven Eleven when I was still working with my first dog, Billie.  A lady whose foot nad been amputated stepped on Billie's tail, and wow, but it bled.  Ski patrol folks bandaged the tail, but Billie kept wagging it off, which of course, would start the bleeding again.

She did not ahve to have it amputated, but it did take some time to heal.

I would say Arrow should be a very happy puppy after going through all of that stuff. Months and months. And boy can a tail bleed. I have experienced that for sure.
