Sam,

It seems to me that some basic educating the public may be needed with this 
car rental company. I would speak to the company and acknowledge their 
concern and assure them that Mason is a service animal protected under the 
Americans with Disabilities Act. That you intend to make every effort to 
insure that Mason is properly groomed in the first place to attempt to avoid 
shedding and soiling the vehicle and that you certainly intend to attempt to 
insure the cleanliness of the vehicle if any shedding should be detected. 
Try to put the rental agent more at ease since he is probably thinking of 
other dog owners or even his own car (big smile). Then, when the car is 
returned with only reasonable prepping needed for the next customer, we make 
a good impression. This would be no different from a restaurant not allowing 
you access or charging you a fee or any other business for fear of your dog 
shedding on their carpets! Many dog owners travel with their dogs in a nasty 
vehicle. I recently traveled in a vehicle that turned out to be quite furry 
by a pet owner. This owner admits to only brushing his dog when it goes to 
the groomer and just does not understand why it sheds so. He is not being a 
responsible pet owner in that respect. I am sure that all of us would 
emulate better dog handling behavior. The alternative would be to check with 
another company who may not be so concerned. And, if Mason does do actual 
damage like destroying the upholstery, that's another story. But, you are 
talking about reasonable use here.

I have rented cars before.
The first time I did so, the car rental company had an issue with
me, because I did not have a license, but I was there with my
driver, so as long as someone had a valid drivers license they
were fine, and they saw the dog when I showed up, and there was
never any discussion of nor has there been a charge later on my
credit card that was additional.
I believe, like Michael says, they can not legally do this.

Your guide dog is not a pet.  Although I have not heard of this
issue before
I do not think they can charge legally just as in any other case
where you
are being accompanied by a guide dog.

Hello all.  I am planning on going on a trip with some people
from school,
and when the guy renting the car talked to the agency yesterday,
they told
him that if Mason were to leave dog hair in the car, they would
charge us an
extra $75.  I was wondering if this was legal for them to do
since they are
allowing him in the car.  If anyone has any info on that type of
issue,
please let me know.
