Well, that ruling says "In some cases, horses" and so that is partly because of the relative newness of the animal being used. I think they really shouldn't have been asking her. Routinely I am not asked for ID at airports on the dog. I think I have been sued twice--once in Atlanta and once in Louisville. And I do Louisville a lot.
