Wizard hasn't chewed anything up Yet, but he has taken shoes and 
brought them to me, or tries running off with them.

Already it is clear to me that the dog guide schls teach some
things  differently, (which in my opinion,  is a good thing)
people have choices.
I was told to keep my dog on tie down or leash for the first six
months.
I am letting him loose now, except when I must do something that
takes real concentration and keeps both my hands busy.  Every
time I think I have dog-proofed our house, Felix finds something
he is pleased to chew up or mangle beyond recignition.

Well, maybe I am misunderstanding something here, but when I have
received my dogs, I was told to keep them on leash full time for
two weks; then I can begin letting them off.  I usually have them
pretty much off in the house by three weeks to a month depending
on their reaction.  I always tie them at night.  So this is the
first time I have heard of students at the schools being told to
keep dogs on leash or tie down six months to a year.  I was never
told that.
