Ken, your dog won't be guiding you while you are in the water. Why do you want him there instead of just by the pool?

In the water they are just like us goofing off in the water! If folks don't want our dogs goofing off in there, I think they can say so. However, they can't tell us that we can't use our dogs to get to the pool area! I'm guessing that if you are part of a condo, folks would have to vote to let your dog play there but they couldn't stop you from bringing it down to the pool side and tieing it down.
