I don't know about american laws but I think it's great that you'll continue to let her go on the concrete especially if you like travelling. I was in London and Paris this summer and it was very difficult to find grass to my dog. Anyhow, your neighbour shan't visit Paris then since the dogs do their business on the pavements! *LOL*
