I turn it back on the person right away and say something like, 
"Wow, you know, you just got my dog in trouble." I don't know 
what else you can do.  Maybe your mother could talk to the folks 
where she works? My family often runs interference, since they 
often see those reaching hands before they touch the dog.  Even 
my nine-year-old granddaughter gets in on the act.  Lol.
