I am not going to say that I agree with either side, but I do think that
there are a few things to consider:

1. Why does a child have a service dog if he cannot handle and care for the
dog?
The dog in the article is an alert dog. I do not know that much about alert
dogs, but I assume that the dog alerts about the boy without actually
interacting with him that much. So, the dog is more of a tool for the
parents to get information about the boy than a helper for the boy himself.

2. Why is it not possible to use some other detection method?
>From what I have heard various places, there is no way to detect seizures as
well as dogs can.

3. Why not just use the medicine instead of the dog?
>From what the article said, it sounds as though the dog is able to alert to
the seizures, and then they are able to do something different/better so
that the medicine is not needed. I do not know what is different/better, but
being prepared and not having to use the medicine is probably better than
not being prepared and needing the medicine.

4. Should the school provide someone to handle the dog?
I do not have an answer to this one, but think of it from another angle for
a moment. What if there was a machine that could detect seizures as well as
a dog, but, for whatever reason, it had to be operated by someone else.
Would the school provide a person to operate such a machine?

5. If the school has a nurse, then why is the dog necessary?
Because the nurse cannot detect seizures.

As for schools not providing people to handle service dogs, I agree in most
cases. If a person interacts directly with a service dog, such as a guide
dog, then, yes, the person needs to be able to handle the dog. However, this
is a little different.

I'm not sure the superintendent can say whether or not the boy needs the
dog. However, it is my understanding that providing someone to physically
handle the dog goes beyond reasonable accommodation.
