Hi Rebecca.
I got my first dog in 1980, well before the ADA.  It wasn't a problem.  We
did have the same rights we have now; they just didn't have the same name. 
We had state laws, rather than one overarching federal law.
Frankly, I haven't seen any difference, so far as dog use goes.  I had
rights before the ADA; I have the same rights now.  I had people who thought
the law didn't apply to them before the ADA; and, golly gee, those same
kinds of people after the ADA.
When I got my first job(s), I didn't "request an accommodation."  I walked
into the job interview guided by my dog.  Some interviewers had an issue
with my blindness; I don't remember them having an issue with my dog.  It
was more like "So sure, you took a train, a bus, and walked halfway across
Manhattan to get here, but how could you possibly find the bathroom without
someone helping you every time?"  Grrrrrr!
