I would definitely file this with the U.S. Department of Justice and also on the Ada web site:
http://www.ada.gov
Regardless whether the company is a contractor one or not, they are still violating the ADA.
If they keep behaving in this manner, they will lose a lot of customers with all service dogs.
They will definitely make them look bad with a not so good reputation.
