[nagdu] guide dog and parents issue

Hi, no, in the thread about dogs on leashes, somebody wrote an 
email about how dogs should be allowed to be (from-leash to run, 
because they are like small children and you wouldn't not let 
small children run around, etc.  So I wrote about how there are 
dog guides whose handlers do not live in areas where they can 
safely allow their dogs off leash, like people in apartments with
