I think it is also the problem that the schools know they cannot count on 
local animal control to help.  In a case I had where my golden was 
constantly being attacked by another guide dog, animal control refused to 
get involved and so did the police.  The other guide dog school granted 
ownership so, refused to take any action against their graduate.  Even 
though it was very clear that this dog was a constant danger to my guide 
dog, nobody wanted to take the dog away from the poor blind man.  So 
therefore, maybe while we continue to work on ownership with the schools, we 
should also work to help educate law enforcement what is acceptable behavior 
for a guide dog.  If the schools knew they could count on local animal 
control and law enforcement to back them up when necessary, they might be 
more willing to grant the unconditional ownership.

It is animal control's responsibility to stick up for the dog, just like it 
is for any other dog. What makes blind people so special that they must have 
a different governing agency to take their dogs, other than animal control? 
Are you saying that blind people are more likely to abuse their dogs? Are 
you saying that because we are blind, we are more likely to need someone to 
check on us?
