Well, in many countries in Europe, people do have their dogs with 
them whenever they want to.  So maybe dogs should just be allowed 
everywhere.  Just make the laws so that if a dog is out of 
control and the owner is doing nothing to correct it, the handler 
can be asked to take their dog out.  Either that or I believe 
that Vivianna is right, there will come a day when some sort of 
certification will be required.  I do not know how owner trained 
dogs will be certified.  I see no reason to think it won't 
happen, one way or the other.  Either all dogs will be allowed or 
all dogs will be certified as to whether they are a genuine 
service dog or not.  It is doubtful to me that many other states 
will pass laws like Florida's.  AS for educating business folks 
that they can ask certain questions: well, perhaps in some parts 
of the country that will work, but I think that folks will be too 
afraid to question anyone, or will just ignore other dogs, as 
it's easier to just act all dogs are service dogs.  But then I 
tend to be a bit pessimistic.    Debby
