I believe that a criminal charge should be given.  The guide dog is 
sometimes affected by this so bad, that it cannot work anymore or is so 
skittish of other dogs that it might put the guide dog user in danger. 
Also, acts like this do not only affect the guide dog, but it also affects 
the guide dog user.  It makes us afraid to take our dogs out, or pass 
another dog.  Yes, I believe this should be a criminal act.
