I think it depends on your particular dog and the particular dog park 
situation.

I live in a very small town.  We recently got a dog park and I absolutely 
love it!  I take Monty there often.  It's pretty common for us to be the 
only people/dog there.  If there are others it's almost always one person 
and their dog or perhaps two dogs.  Only a handful of times have I been 
there when there were multiple people with dogs that didn't know each other. 
Monty is super good with other dogs though.  I have never had an issue. 
Sometimes a dog will be more rowdy than the owner is comfortable and every 
time that owner has immediately left with their dog.  The times I'm thinking 
of the dogs would jump on people  in that overly excited greeting.

All that said, I do not typically take Jetta to the dog park.  She has been 
a few times and enjoys it.  However she is recovering from some serious dog 
distraction issues.  I don't want to take a chance with her at this time and 
cause her to regress.  She has made amazing progress in being able to keep 
calm around rowdy dogs.  I can't lose that.   She only gets to go when we 
are the only ones there.  It's super close to where I have frequent 
meetings, so it's easy to pop in before or after the meeting depending on 
when it's empty.
