	I would say that half your assertion is correct. Anyone can ask anything they want. We are just not obligated to answer them unless they are someone to whom we have the obligation to answer.

Actually, unless you are the "gatekeeper" at a place of public 
accommodation, you can't ask the two questions.
For example, if I approached you at a store, and I am not an employee of 
the establishment, I cannot ask you those two legal questions, nor do 
you have to answer me if I did ask them.
