[NAGDU] Uber cancels again

This will work if the cops want to listen, some do and some don't.
When I had my experiences with this, it was way before cell phones, I had a card to show the police and they just were. Not. Interesting, it was like dealing with a computer that is not accept any data, not from me.
This was nearly two decades ago and maybe things have changed.
I'll add though that I've had far more positive experiences with the cops more recently, with the caveaot that those encounters were not what I'd call blindness or disability related. And no, nothing bad is happening to me, I am thinking specifically of a time when a very aggressive panhandler would not leave me alone and I began to fear for my safety. The security at the store refused to tell the pandhandler to move along so I called the police who were more then happy to make sure I felt safe to leave the store's vicinity. and another time when a door was open in my house and I wanted the police to make sure nobody was hiding in my basement. I had my then baby with me and knew I'd closed everything up when I left. In both those instances the cops were very respectful and told me they were glad I'd gotten them involved. My house was fine btw. In that case, the cop told me "I'm trained to check this out, I'd rather discover the wind blew the door open then be dealing with an injured mom and/or baby".
Point being, those cards never did me any good with access issues.

I would say that first you need to know the state statute that makes it a criminal offense. Then when the cop say it's a civil matter you can tell them no it isn't his the statute that makes it from it a criminal offense.
