Hi Jackie. As to Cleveland, I'd suggest reaching out to the ADA Coordinator at Hopkins or the airport operations manager and reporting the issue. Relief areas are managed by the airport and a complaint would go to the FAA. If it's not clear whether they have actually violated any regulations though a conversation might be the place to start.

There used to be a great web site for relieving areas at major airports but it doesn't seem to work as well now so if anybody has a reliable one I'd also be interested, so I can understand your frustration. You could call the Orlando airport and also ask for the ADA coordinator and see what they can tell you. I've heard Orlando has horrible WiFI so it's hard to use Aira to find it too I'd imagine.  Let us know how it turns out.

I am from Cleveland Ohio and their service animal relief area is very tiny and elevated that I feel like if my guide stepped on it, it would collapse. Has anyone found this problem at their airport and if so have you addressed it with the airport? Who should I contact to try and get a relief area made for service animals, not just a little 10 lb dog? 

Second question, I fly into Orlando a lot and have not been able to find the relief area. Does anyone know where it is? I’ve asked TSA agents and they say they don’t know. 

Very frustrating! Any advice or help would be greatly appreciated!
