[Ncabs] NC Association of Blind Students updates

All,
I would like to commend everyone involved in these new ideas. 
These proposals are full of imagination and creativity and I hope that through these, blind North Carolinians find a way to connect and come to realize that blindness is not the characteristic that defines them or their future.
