Also, on item 7 of the agenda it lists resolution 19-119 requesting an
update of the 2016 City’s Paratransit Service audit (See copy of resolution
and March 2016 audit report in attach).*



*The meeting is scheduled to start at 1 PM and end at 2:30 PM, and I am not
to sure if the meeting will be extended for another ½ hour to allow those
people to submit their oral testimonies in person.  I suggest that for
those of you who are planning to provide oral testimony to schedule your
Handi-Van rides   back home at 3:30 PM just to be safe.  Also, if you
aren’t able to give your oral testimony you can still submit your written
testimony via online or fax (See info listed in the agenda).*

Relating to the Council’s reappointment of Keslie Hui to serve on the Rate
Commission of the City and County of Honolulu for a term to expire on June

*RESOLUTION 19-150– REINSTALLATION OF CROSSWALK MARKINGS ON KAPIOLANI
BOULEVARD. Requesting the immediate reinstallation of the white
zebra-striped crosswalk markings on Kapiolani Boulevard at the Wiliwili and
Paani Streets intersections. *

*RESOLUTION 19-134– SOUTH KOREA’S BUS INFORMATION SYSTEM. *

*Requesting the City Administration to develop a Pilot Project with JS
Global Invest Corporation to demonstrate the application of Seoul, South
Korea’s Bus Information System within a designated area of the City in
order to enhance TheBus system by increasing ridership, rider satisfaction,
and rider convenience. *

*PROPOSED CD1 TO RESOLUTION 19-134 (Submitted by Councilmember Elefante) –
The CD1 (OCS2019-0741/7/9/2019 9:24 AM) makes the following amendment
(additions are underscored, deletions are bracketed and stricken): *

*A. Amends the title to read as follows: *

*REQUESTING THE CITY ADMINISTRATION TO [DEVELOP] CONSIDER AND IMPLEMENT, AS
APPROPRIATE, A PILOT PROJECT DEMONSTRATING THE APPLICATION OF SEOUL, SOUTH
KOREA'S BUS INFORMATION SYSTEM IN THE CITY AND COUNTY OF HONOLULU. *

*B. Amends the 8th WHEREAS clause to read as follows: *

*WHEREAS, JS Global Invest Corporation ("JSGIC") is a domestic for-profit
corporation registered in Hawaii, with its local address at 1600 Kapiolani
Blvd., Suite 918, Honolulu, Hawaii 96814-3898[, through its principal, Sang
1k Jung, has significant investments in the City, including $70 million in
the Hyatt Regency Hotel and $40 million in the former Pacific Beach Hotel
(now Alohilani Resort) in Waikiki, Oahu, Hawaii]; and C. Amends the 10th
WHEREAS clause to read as follows: *

*WHEREAS, JSGIC proposes to [enter into a public-private partnership with
the City to implement a pilot project demonstrating the application of
Seoul's BIS to the City's bus system within a designated demonstration
area, with JSGIC responsible for all development and implementation costs
in return for a percentage of the City's fare revenues from the bus routes
in the demonstration area for a long-term period of years, as determined by
the parties] implement, at its own cost, a pilot project, to demonstrate
the application of certain elements of Seoul's BIS to the City's bus system
within a demonstration area designated by the City's Department of
Transportation Services ("DTS"); and D. Amends the 11th WHEREAS clause to
read as follows: *

*WHEREAS, JSGIC proposes to deliver, through the pilot project, a bus
information system, similar to Seoul's BIS, [that will provide to the
City:] incorporating elements of that system as designated by DTS, which
may include: an accurate bus tracking system, a bus operation schedule,
real-time traffic flow information,*

*consolidation of bus traffic information for all modes of transportation
(including integration with the City's planned rail transit system), and
LCD screens to provide information to the public[, and a fare payment
method utilizing a bus card system and smart phone technology]; and E.
Amends the 12th WHEREAS clause to read as follows: *

*WHEREAS, as part of the proposed pilot project, JSGIC [would also] is
proposing to retrofit and develop all City bus stops in the demonstration
area to be in keeping with the natural Hawaiian environment; include
aesthetically pleasing, modern, and informative bus LCD screens; and
utilize local labor for the development, execution, and on-going
maintenance of the [demonstration] pilot project [and possible expansion of
the demonstrated BIS throughout the City]; now, therefore, F. Amends the BE
IT RESOLVED clause to read as follows: *

*BE IT RESOLVED by the Council of the City and County of Honolulu that the
City Administration, through its Department of Transportation Services
("DTS"), is requested to [develop] consider the development of a pilot
project with JS Global Invest Corporation, [to demonstrate the application]
demonstrating elements of Seoul, South Korea's Bus Information System,
within a DTS-designated area of the City in order to enhance TheBus system
by increasing bus ridership, rider satisfaction, and rider convenience;and *

*G. Adds a new 1st BE IT FURTHER RESOLVED clause after the BE IT RESOLVED
clause, to read as follows: *

*BE IT FURTHER RESOLVED that, in the event that DTS determines the
development of the pilot project as described herein would benefit the
City's transportation system, DTS is requested to implement the pilot
project, to run for a period of six months to one year and to include,
before and after implementation, a survey of people who use the City's bus
system twice a week or more in the designated demonstration area for the
purposes of assessing the pilot project's public acceptance and
effectiveness; and *

*H. Amends the former 1st BE IT FURTHER RESOLVED clause to become the 2nd
BE IT FURTHER RESOLVED clause, and to read as follows: *

*BE IT FURTHER RESOLVED that, if the pilot project is implemented, [the
Department of Transportation Services,] DTS is requested to submit a report
to the Council on the pilot project, no later than [_______] 90 days
following the date of the pilot project's completion, detailing the methods
and results of the survey and the pilot project, as well as recommendations
[with recommendations regarding the advisability of continuing, modifying,
or terminatin gthe project] for incorporating any elements of the pilot
project into the City's transportation system; and *

*I. Deletes the former 2nd BE IT FURTHER RESOLVED clause: *

*[BE IT FURTHER RESOLVED that, if the City Administration finds that there
are legal impediments to the implementation of the pilot project, it is
requested to submit to the Council, within 30 days of the adoption of this
resolution, drafts of any legislation it deems necessary in order for the
pilot project to be implemented; and] *

*J. Makes miscellaneous technical and nonsubstantive amendments. *

*BILL 38 (2019)– RELATING TO LOADING ZONES AND BUS STOPS. *

*Establishing a supplemental permit to allow parking in loading zones and
bus stops located within the boundary of a Transportation Management
Special Improvement District, and to update certain provisions, including
those relating to fees, for permits to park in loading zones an official
bus stops. (Bill passed first reading 7/3/19) *

*PROPOSED CD1 TO BILL 38 (2019)*

*(Submitted by Councilmember Elefante) – The CD1 (OCS2019-0775/7/19/2019
3:00 PM) makes the following amendments: *

*A. In SECTION 1 of the bill, amends the purpose clause to include the
express authority for rule-making, including the authority to adopt rules
relating to loading zones within specific transportation management special
improvement districts. *

*B. In SECTION 3 of the bill, amends the proposed new Section 15-15.5(b) by
deleting references to bus stops. *

*C. In SECTION 3 of the bill, amends the proposed new Section
15-15.5(b)(2)(C) by deleting the reference to bus stops. *

*D. In SECTION 3 of the bill, amends the proposed new Section 15-15.5(c) by
clarifying that a vehicle parked in a loading zone or official bus stop in
a transportation management special improvement district must display a
valid or current decal or other approved device, or risk being towed. *

*E. In SECTION 3 of the bill, amends the proposed new Section 15-15.5(e) by
expanding the rule-making authority from "this section" to "this article"
and adding language that includes specific examples of the types of rules
authorized to be adopted. *
