Is there any state or federal procurement process through which a company
can make products like refreshable braille displays available for below
list-price?

This question comes from DOT Incorporation in South Korea (
https://dotincorp.com). They have just begun selling their braille
smartwatch. I have been to their facility in South Korea and am beginning a
research and consulting relationship with them.
