[NFB-Idaho] December state president's update

Apparently my update that I tried to send never was sent. Century Link, my
email provider, had a major glitch and was down toward the end of the month.
I didn't realize until just now that this report was  never sent. I don't
know how many other items are missing as well. Enjoy the update.
