[Nfb-krafters-korner] knitting pattern question

A little more to add to my confusion is that here is the directions further
down in the pattern:
Row 12: K on k, p on p
Row 13: K over k, p over p.
Row 14: K on k, p on p
I hope someone can help me decipher this pattern correctly.
