Yes and not just yes.  The chain 3 does give you the extention to go up to 
the next row, also giving you a clean edge, but I'd have to do the pattern 
myself to see exactly how those 9 dc stitches were placed.  If the way you 
are placing your stitches lays out the row to your satisfaction and you are 
still able to do each consecutive row, then don't worry about it.  Often the 
chain 2 or 3 is not just an extention, but also counts as the first stitch 
in the next row.  In my lap throw, a modified shell, my last stitch is a sc 
in the top chain three from the previous row, then chain 3, turn, and then 
2dc in the top of the sc I did before I turned.  When you now look at the 
new row, it looks like I have a cluster of 3dc in one hole.  The next hole 
will have 1sc and 2dc.  This continues all the way across, giving my shell a 
scalupped look.
