I would say the 8 or 9 inches would include the brim, so if your brim is 2 inches, you have 6 or 7 more inches to knit.

When making a large hat with a brim, the Provo Craft pattern states if not adding a brim, knit until hat is 8-9 inches long, if adding a brim, knit 5 inches, do the brim then continue to desired lenght. Should the overall hat lenght, including the brim be 8-9 inches or should I knit 8-9 inches AFTER the brim?
