You can print checks (including the kind that you would normally hand write)
with Money Talks from APH. This is an accessible check book program that is
self-voicing or you can use your screen reader. You'll need sighted help to
setup the check printing the first time, but after that you can do it on
your own.

Also, for online bill paying, Citi bank recently revamped their website and
while it was accessible before, it now takes less keystrokes to accomplish
things. My bank is a local credit union and they are also accessible. I was
able to setup payments in a non-recurring manner for the whole year to pay
my part D premium (I often would receive my bill any where from ten to two
days before it was due, making it hard to pay it on time).

Check writing guides are great if you were printing skills work and writing
skills are good enough. Be Caffel with those, as some banks frown because of
legibility issues.
Check with your blind friends about banks. I know citizens and Santander are
fairly accessible, though you may need to use Firefox with Santander. Bank
of America is pretty good as well. Used to be that you could get a check
writing program if you had Quicken.
