You will want strips of quilling paper.  It only needs to be one color.  I could not find the beginner kit that was $8.00 that you referred to.  I did go and look.  

Slotted Quilling Tool. The needle tool is one of the most widely used quilling tools. It allows you to make small centers in rolls and scrolls which produces more attractive quilling. ... The 4" rubber handle makes it easier and more comfortable to use when rolling your quilling paper.  

I didn't want everyone to have to spend a lot of money to see if this was a craft that they might be interested in.  You can use a toothpick or a Stylus as your quilling tool if just trying things out.  

I recommend having some wax paper wrapped around a piece of cardboard to work on.  Nothing fancy.  This was going to be some of the first information I gave in the first e-mail I sent.

Since others may also need this answer, I am asking on list.

The list of supplies calls for "quilling tool." What exactly is meant by this? I have been over to quillingsuperstore.com and nothing is labelled just as "quilling tool" there are split tools, needles, fringers, crimpers, combs, glue applicators, scissors, and all kinds of items. There is a quilling set that is only $8, would this be good for a beginner and include what we need for the class? It was so cheap or wouldn't consider getting a set of anything that I was just going to try. 

Also, there are glue applicators with needle tips. Would this be especially helpful for us as blind people that can't see to be precise with our glue placement or does it not matter for this beginner project?

The supply list also said quilling paper. To clarify, do we want paper instead of strips?
